Attachment Name is not proper

Summary
If any document with Non-English characters in it's name have been attached to a mail and when listner reads the mail with that particular attachment then Attachment Name is not getting populated correctly.
If an email attachment file name contains non English characters it is showing some garbage value with some encoding

Steps to Reproduce
Send inbound email to application with attachment. File name should contain non English characters.
Resolution
HFix-21374 resolves the issue
