Attachments flow action does not work with overlay

Summary
When using the Attachment flow action in an overlay-type section, attachments do not upload. When the file is selected and displayed in the filepath control and the submit button is clicked, the value of the filepath control is returned as null and a validation warning appears.

Steps to Reproduce
1. Create an action to populate an Attachment activity in an Overlay.
2. Attach a file or document.
Root Cause
User had included the Attachment section in another section. The section has a property that did not exist. This did not throw an error at the design time but at runtime manifested itself as the reported error.
Resolution
Ensure that the property added to a layout exists. After changing the property to a value that existed, the attachments will get saved.
