Audit control "Filter History" not working

Summary
Audit history for ChangeStageAutomatic cannot be turned off.

Steps to Reproduce
- Modify the FilterHistory decision tree (if Value is "ChangeStageAutomatic" then return 'false') in a system where production level is 2.
- Restart the server.
- Observe the audit trail of a work item after automatic stage transition.
Root Cause
A defect in Pegasystems’ code or rules -
Before calling the AddHistory to write history for automatic stage changes, it was not checking the FilterHistory decision tree to see if history is supposed to be added or not.
Resolution
Apply HFix-28396.
