Steps to Reproduce

Root Cause

The root cause of this problem is an error/omission in product documentation.

Resolution

The explanation for this behavior is as follows:
if you running BIX from the command line, the prbootstrap.properties is needed. I recommend that you use the one found in the PRPC 7.1.6 media under Additional Products/BIX/config folder and add your db connection informations. Also, in the User Guide, in page 19 we state how to use it.

In PDN article: https://pdn.pega.com/business-intelligence-exchange-bix/running-an-extract-rule-from-the-command-line-in-the-business-intelligence-exchange-bix-versi

In BIX 2.2 and BIX 2.2, prbootstrap.properties was not needed when used with PegaRULES Process Commander versions prior to 6.x
