Business Intelligence Exchange (BIX) jobs are unresponsive intermittently while running through the Command Line.

Steps to Reproduce
Run the BIX Extract rule through the Command Line.
Root Cause
The Oracle 12c (12.2.0.1) database and the driver version ojdbc6.jar are not compatible.
Resolution
Make the following change to the operating environment:
Downgrade the database to Oracle 12.1.0.1 since Pega 7.1.6 does not support ojdb8.jar which is a compatible driver version for Oracle 12c (12.2.0.1).
