Cannot create new rules in Pega 7.1.7



When creating a new rule, a new tab appears but the application hangs and eventually does not respond.

Steps to Reproduce

Try to create a new rule.

Root Cause

An issue in the custom application code or rules. The 'Enable project management' checkbox was selected on the Application rule but a Project Management Framework (PMF) system was not used. 


Perform the following local-change:

Uncheck 'Enable project management' on the Application rule.
