Cannot perform Save-As function in Harness rules

Summary
Unable to do a save as and create any harness after upgrade from Pega 7.1.7 to Pega 7.1.8.
On doing a Save-as the new tab opens to enter name and select ruleset but on clicking "Create and Open" the same screen reloads. When trying to close this New tab, a Discard pop up comes and does not close until the Apllication is closed.

Steps to Reproduce
1. Choose any Harness Rule.
2. Click on SaveAS option to save as in application Ruleset. "New" tab opens.
3. Click on "Create and Open". Observe that it does not create a new rule and the same screen would reload.
4. Try to close the "New" tab, discard popup wont go until the application is closed.
Root Cause
There was a stack overflow happening which did not let the save as operation to complete.
Resolution
Increase the JVM stack size by setting the Java Options as :-
-Xss40m
