Certain rule types open up outside of Designer Studio

Summary
The following rule types open their rule forms in a separate window outside Designer Studio:
• Data-Admin-ServicePackage
• Rule-Service-File
• Rule-Obj-List
• Rule-Obj-ListView
• History tab, Update button, Custom Fields dialog
(Other rule types with the same characteristics could exist)
Error Messages
No error message. The rule form should open in a tab in Designer Studio instead.
Steps to Reproduce
1. Navigate to a rule of one of the types listed above in App Explorer, or search for a rule by name.
2. Click the rule purpose to open the rule in its form.
3. The rule form opens in a separate browser window.
Root Cause
This is a known issue resulting from some rule types that still make use of a deprecated IE-only XML to HTML rendering capability.
Resolution
