Changes in Skin do not display on the Skin preview

Summary
User configures a few styles for TAB layouts (Repeating formats) in the Skin rule. However, the styles configured are not picked. The changes in the Skin do not display on the Skin preview.

Steps to Reproduce
- Open the pyEndUser skin rule
- Select TABS on the Layouts section
- Select Repeating on the Formats section
- Verify the styles configured and the styles which display on the preview
Root Cause
A defect in Pegasystems’ code or rules. For accessibility, "a" tag is changed to "span" tag. However, for the Repeating formats, "a" tag is not changed to "span" tag. Hence, the styles were not picked up.
Resolution
Apply HFix-51053.
