Chart does not display when Client validation triggers

Summary
Chart does not display when a Client validation triggers with a popup.

Steps to Reproduce
- Create a section and include a dynamic layout
- Add multiple fields in the layout
- Set the fields as Client side validation, and mandatory
- Configure and include a chart as Column Clustered in the section by configuring a report definition
- Run the application
- In the new section, leave the mandatory fields blank and click Submit. The chart does not display
Root Cause
When a form is submitted, charts are removed before the submit action is completed. If there are client side errors, then the section is not refreshed and hence, the chart is not initialized.
