Steps to Reproduce
Copy and paste an image from SnagIt to Rich Text Edior in IE browser.
Root Cause
Pega uses CKeditor for it's rich text editor implementation. A quick check on their demo page also exhibits the same behavior in IE. Hence the issue fix is out of scope for Pega.
Resolution
It is expected behavior that copy and paste of images from SnagIt to Rich text editor does not work in IE browser.
