CPM Tabs are not closing or focusing properly

Summary
After switching the access group from a drop-down in a custom portal, and then launching the work objects, the Work object do not open in a new tab instead replace it in home tab itself.
However it works fine when user directly opens the Work object from administrator's access group, that is, without switching the access group.
Error Messages
Not Applicable.
Steps to Reproduce
- Launch an interaction portal from developer portal and log in as administrator.
- Switch to another access group opening the manager portal.
- Open a work object form the Worklist or WorkBasket.
Root Cause
There are few missing roles and privileges for the access group which is being selected to switch to.
Resolution
Add the PegaRules:User4 Role to the access group, to resolve the issue.
