CPM take action dropdown background color is incorrect in IE11

Summary
CPM take action dropdown background color is incorrect in IE11.
It is the same color as the action bar itself.
Using IE8, the dropdown is white as expected.
Steps to Reproduce
Use CPM on an IE11 browser.
Root Cause
CPM skins start with this setting unchecked for inputs,"User browser styles for borders and background."
th this configuration, inputs including HTML <SELECT> elements have a background-color property set to transparent.
Since the background color of the SELECT element is transparent, the take action bar color will show through.
Resolution
Modify skin to have a solid white background instead of "none."
