Create a new Pega application without any ruleset does not work

Summary



User requires to create a branch application for parallel development, hence it does not have any application ruleset. The procedure is followed as per the PDN guide or tutorial:

However while creating it using Pega 7.1.8, one cannot create an application without any Application ruleset. User requires help to fix this?

For now user included a placeholder ruleset, which is just a workaround.


Error Messages



On screen we get below error
pyRuleSetList: Value cannot be blank

No errors in Pega log files.


Steps to Reproduce



Create a new application, built on any application. Do not add any Application ruleset. Save the Application rule.

Resolution



Here’s the explanation for the reported behavior: 

In Pega 7.1.8 there was an enhancement to the product for not to allow application creation without any rule sets.
From Pega 7.1.8 or higher in order to create an application user must mention at least one ruleset.
