'+Create' submenu function is broken

Summary
'+Create' submenu under 'Action' menu is not working. All the submenus (for example: Application Definition and Data Model) under '+Create' are no longer showing up.

Steps to Reproduce
- On Pega 7.1.7.
- Open a rule, for example, a flow
- Check Actions > Create menu
Root Cause
In Designer Studio portal, Create Menu exists at two places - Create Menu in top panel and Ruleform. As it becomes redundant, it is removed from RuleForm and users must be directed to Create Menu in Top Panel.
Resolution
This is an expected behavior. Removal of the create menu from the Rule Forms is an intentional change and delivered as part of the HFix-20746.
