Root Cause

This is a known bug. The way the initialize activity is being called from a flow action is causing the message which in turn is being displayed by chrome. The flow action / activities are invoked prior to the CTI JS running, so it generates this message. Chrome in the current releases has started to display this message to the screen.
 

Resolution

Local Change: 
Comment out the SendResponse (step 10) from ChannelServices-Device-Phone-UI.Initialize
