Custom control does not render pzActionSetAttributes

Summary
Custom control does not render the data-click attribute in a child case. However, the control renders correctly in the parent case.

Steps to Reproduce
- Create a custom control with a button tag.
- Configure actions on the Actions tab of the Properties panel while adding the control in a section.
Root Cause
Initially, the custom non-auto control renders as read-only even when the section in which it is included is editable. The Div containing the control has the dataValueRead class.
Resolution
Perform the following local-change:
Change the action Applicability from 'Editable' to 'Both' on the Actions tab of the control Properties panel.
