Data flows failing to run when initiated by campaign in PM

Summary
Data flows are failing when run in PM 7.21. Getting the following exception. Campaigns are marked as failed the stack trace can be seen in the data flow.

Steps to Reproduce
- Setup campaign on deployed environement.
- Run it.
- Observe rows fail out of a much larger population.
Root Cause
A defect in Pegasystems’ code or rules. The user was getting exception while saving the delayed learning results.
Resolution
Data flows work as expected after importing the HFix-28839 with server restart.
