Date filter section in RD is set to Spinner instead of dropdown

Summary
In a report definition, the filter for Date fields has calendar navigation set to Spinner instead of a dropdown.
Additionally, the pzGridFilterRangeFields must be made available.

Steps to Reproduce
- Create a section.
- Add a table layout.
- Include a DateTime property (for example, pxCreateDatetime) as one of the columns.
- Allow filtering for the layout.
- Or, in a report, add a DateTime field. Check filtering for the DateTime fields. The From and To dates do not display as a dropdown.
Root Cause
An issue in the custom application code or rules.
Resolution
Apply HFix-44579.
