Declare Expressions do not trigger

Summary
After importing a Product rule to a Pega 8.1.3 instance as part of a configuration for a new Production system, the declare expressions do not trigger.

Steps to Reproduce
- Import an application Product rule containing declare expressions.
- Open the declarative network page to confirm the expressions are registered to the declarative network.
Root Cause
The expressions were missing from the declarative network (landing page) and the details were not present in the pr_sys_decchg table.
Resolution
Perform the following local-change:
Run a Revalidate and Save operation on the Instances of the Rule-Declare-Expressions.
