Defer load not working for offline users

Summary
Defer Load activity is not getting triggered from embedded Section.

Steps to Reproduce
Prerequiste : Login as offline user and be online. Open a work item from an online only list . And that screen should follow the below scenario
1. Create a section
2. Include another section in this.
3. On the properties panel select defer load and specify defer load activity.
4. When this section is executed in the run time it can be observed that defer load activity is not being triggered.
Root Cause
A defect in Pegasystems’ code or rules.
