Delegated DSS is not displayed in correct format

Summary
User noticed that while trying to Open Delegated Dynamic system setting rule ,it is not opening in correct format.

Steps to Reproduce
1. Upgrade 6.x application to 7.2.x
2. Create DSS and decision table rule and delegate it using Add to favorites.
3. Open the delegated rules in portal and check the behaviour.
Root Cause
An issue in the custom application code or rules : wrong skin is not getting reflected.
Resolution
Perform the following local-change:
Save the pyUseDeveloperSkin when rule in "Data-Admin-System-Settings" class and make the condition to true for DSS rules and save the pyUseDeveloperSkin when rule in "Data-Admin-Calendar" class and make the condition to true for calendar rules.
