Delegated rule styles different in DEV and QA environment

Summary
The look and feel of the delegated "My Rules" display screen differs in DEV and QA environments.
On the Dev the screen looks
On QA the same screen looks like :

None seen on the screen.
Steps to Reproduce
Launch the delgated rules from the CaseUser portal on both Dev and QA
Root Cause
Running developer tools on IE showed that the no css was applied to the DEV scenario while it was applied correctly to the QA.
Resolution
Resaving the skin rule associated with the portal will help to generate any missing CSS files.
