Design Tab displaying blank in PRPC - Class Harness

Summary
User observes blank space while trying to open AESManagerPortalContainer harness.
Error Messages
Not Applicable.
Steps to Reproduce
1. Login to PRPC AES - Navigate top App -> saerch for data-portal
2. User Interface - AESManagerPortalContainer - Design tab.
Root Cause
The issue is with absence of pzHarnessRuleFormUtils.js Rule. The cause of missing JS rule is not very clear.
Resolution
The issue got resolved after importing the pzHarnessRuleFormUtils.js Rule.
