Disabling High Availability notification

Summary
When the session/HA/crash/EnableUserNotification is set to false, the High Availability(HA) session recovery functionality is also disabled. The user notification cannot be disabled without removing the recovery functionality.

Steps to Reproduce
- Set Pega-ProcessEngine • session/ha/crash/EnableUserNotification to false.
- Crash the CPMInteraction portal browser session.
- Log in back in to the CPMInteraction portal. Browser session recovery is disabled.
Root Cause
A defect in Pegasystems’ code or rules. The effect of "EnableUserNotification" setting was incorrect.
Resolution
This issue is resolved in Pega 7.1.9.
