displayReportSection is completely got changed in 7.1.8

Summary
RRHeaderActions was customized in 6.2 which is inside the displayReportSection section and placed Offline button. However in 7.1.8 the main section displayReportSection is changed and RRHeader section got removed. DisplayReportSection is a final rule and can not be modified.

Steps to Reproduce
1. Create a customized RRHeaderActions in 6.2 inside the displayReportSection section and place a button.
2.Upgrade the applcication to PEGA 7.1.8 .
3 The New displayReportSection does not have RRHeaderActions.
4. Old Customization is not happening since displayReportSection final rule.
Root Cause
A defect in Pegasystems’ code or rules pzCommandToolbarInner made as available to provide the backward compatibility
