Document requirement for non-VE transactions

Summary
Document should not be required for non-VE transactions when selecting 'No' to Ancillary Question (AQ) "Has the Cardholder provided a letter stating that he/she neither authorized nor participated in the transaction?".
This is impacting Reason Codes (RC) 57, 62, 81, and 83.

Steps to Reproduce
1: Use reason code 57, 62, 81, or 83 on a non-VE transaction
2: Answer "no" to question "Has the Cardholder provided a letter stating that he/she neither authorized nor participated in the transaction?"
Root Cause
The root cause of the issue is in the compliance rules.
Resolution
Apply HFix-24639 which updates the rules to correctly handle this scenario.
