Summary
On each delta sync, the D_pzOfflineAttachmentList is packaged with no changes.

Steps to Reproduce
Perform a delta sync.
Root Cause
A defect in Pegasystems’ code or rules.
Data page content was empty and JSON.parse() failed due to the empty content. This resulted in in JavaScript exception.
Resolution
Apply HFix-42457.
