Draft mode default value in screen flow

Summary
When saving as a screen flow from one version to another, the Draft mode is on. This occurs even when the previous rule is not in the Draft mode. However, this does not occur for the normal flow.

Steps to Reproduce
- Create a screen flow
- Set the Draft mode as Off.
- Click Checkin.
- Save As this flow in a new ruleset or with a different name.
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix-45944.
