Duplicate warning for data transform rule

Summary
Developer is seeing duplicate guardrail warnings when saving a Data Transform. When attempting to justify both of them and saving the Data Transform rule, one of the warnings remains unjustified.

Steps to Reproduce
1) Save a Data Transform rule.
2) Observe this shows two warnings (but it is for the same Property/Declare Expression).
3) Add a justification to both.
4) Observe the screen now shows 2 justified warnings.
5) Click Save.
6) Observe that the warning check has now changed to "This record has 1 unreviewed warning".
