Editing a skin with a non-US locale causes errors

SA-2488

Summary

If you are using a locale that uses commas instead of points to demarcate decimals in numbers, when you edit any numbers in a skin you will see the numbers change and add extra 0s, making it impossible to edit the skin.

Steps to Reproduce

1) Change your locale to one that uses commas to demarcate decimals.
2)
Edit any numbers in a skin configuration.

Root Cause

The root cause of this problem is a defect in Pegasystems’ code that handles number formatting.

Resolution

This issue is scheduled to be resolved in Maintenance Level (ML) release 7.1.7.
