Element properties panel does not open in XML Parse/Stream rules

Summary
Double clicking on any of the given nodes in an XML stream (or Parse XML) rules does not display the property panel for that node. The only way to edit an XML Stream in this situation is to not use auto-generated XML (which causes errors when trying to use the Stream rule to feed into a Service rule). This work-around is not available for Parse XML rules.
Steps to Reproduce
Create an XML Stream rule, add a child element, double click on the child element. Nothing happens.
Root Cause
The root cause of this problem is use of Internet Explorer 11 in PRPC 6.2 SP2 Developer portal.
Resolution
For PRPC 6.2 SP2, developer has been advised use lower versions of Internet Explorer or set Document Mode of IE11 [F12 Developer Tools] to IE9.
