Error occurs when delegating Data Type rules

Summary
Unable to delegate Data Type rules. Error displays on clicking submit button after selecting the Access Group during the delegation.
Error Messages
Update record failed: This record is non-versioned, and can not be moved to a different ruleset.
Steps to Reproduce
- Create a Data Type
- Click Delegate from Action
- Enter the Access Group
- Click Submit
Root Cause
An issue in the custom application code or rules. The application ruleset associated with the selected Access Group does not have an unlocked ruleset version to save the rules created during the delegation.
Resolution
Perform the following local-change:
Unlock a ruleset version associated with the Access Group.
