Error occurs when running Citizen Search flow and the case does not display the Create menu.

Steps to Reproduce
Run the Citizen Search flow:

Root Cause
An issue in the custom application code or rules. Operator does not have the privilege to run the Citizen search flow as the flow has a privilege defined in the security section in the process tab.
Resolution
Perform the following local-change:
Add the privilege in the access role object which is created for the class that contains the Citizen Search flow.
