Error: relation "rules.pr_engineclasses" does not exist

Summary
During installation the Pega 7.1.9, user gets Exception 'ERROR: relation "rules.pr_engineclasses" does not exist.
Environment details:
OS - Windows Server 2012
DB - PostgreSQL 9.3
Apache Tomcat
Error Messages
[java] org.postgresql.util.PSQLException: ERROR: relation "rules.pr_engineclasses" does not exist
[java] Position: 97
Steps to Reproduce
Install Pega prerequisites, and start Installation process (IUA). Exception occurs.
Root Cause
Issue was with the path postgres was installed; it had spaces in the name and this causes the issue.
Resolution
Install PostgresSQL into a directory with no spaces, which allowed pljava to be successfully deployed and this allowed the Pega install to correctly complete.
