Error on saving dialog on Confirm screen of Service case

Summary
Blue screen with an error message displays on saving dialog on the Confirm screen of the Service case. This occurs when Pega Customer Service 8.3 is installed on Pega 8.3.1.
Error Messages
java.lang.IndexOutOfBoundsException: Invalid reference to the zeroth(0) element in list, newAssignPage.pyAssignActions. Lists start from 1.

Steps to Reproduce
- Launch the Interaction portal
- Create an interaction
- Create an intent task
- Proceed with the intent-task flow
- Save the custom dialog on the Confirm screen
- Close the dialog window. Error occurs
Root Cause
A defect in Pegasystems’ code or rules. The newAssignPage.pyDefaultActionIndex is empty and it causes error during the CPMDisplayCoachingTip activity.
Resolution
Apply HFix-59211.
