Summary

Specifying incorrect information in the prpcUtils.properties file results in an import error requiring the user to wait for the process to finish before accessing the error info.
The actual time for start-up depends on many factors, but there is no validation taking place before the job is executed.

Steps to Reproduce

1. Update the prpcUtils.properties with the database connection details
2. In the Import section of prpcUtils.properties file, specify either an invalid path or file name.  Save the changes.
3. In a command-screen window, execute the prpcUtils.bat Import command and press enter.
4. An error occurs, but can only be accessed after the Pega7 Engine has started (after several minutes).
