Extra spaces display on replacing deprecated controls for HTML5

Summary
Additional space displays among the child sections and the width is more in the dropdown boxes. This occurs after replacing the deprecated controls for HTML5 in the UI display.

Steps to Reproduce
Convert the Free Form layouts to dynamic layouts.
Root Cause
In the parent sections, some Free Form layouts were not replaced.
Resolution
As a local-change, replace all the Free Form layouts to dynamic layouts and use left format for the labels.
