Extract XML output does not contain empty fields

Summary
An XML file generated using a BIX extract does not display the field or property that have no values configured.

Steps to Reproduce
- Configure a field or property with no values.
- Generate an XML file using BIX extract.
Root Cause
This behavior is as per Pega product design.
Resolution
If there is no value for a property, empty tags are not generated in the output. There is no flag or setting to adjust this behavior.
