File Listener does not pick a file from the file location

Summary
File Listener does not pick a file from the file location. However, on adding the same data in a new file with the same extension, file is picked.
Error Messages
Not Applicable.
Steps to Reproduce
Add a XLSX or XML file in the file location and run the File Listener.
Root Cause
User receives the XML file from another system with UTF-8 BOM encoding format. When there is a file in the location, File Listener does not pick up the file since it processes the UTF-8 encoding file.
Resolution
Perform the following local-change:
Change the encoding format of the file to match with the Pega hosted environment.
