File Listener not moving file to completed folder

Summary
A File Listener that processes XML files to create cases is not moving the file to the completed folder at the end of processing.
Error Messages
No error messages found in the log.
Steps to Reproduce
Process an XML file with the file listener.
Root Cause
The root cause of this problem is defect/misconfiguration in the PRPC operating environment involving the Unix access privileges setup.
Resolution
This issue is resolved by making the following change to the PRPC operating environment: Applying the correct access privileges to the system directories and users. Write permission was required on the target completed directory.
