FilePath control is behaving differently in different screens

Summary
Application is using FilePath control while browing a file.
When clicking on the browse button with no file selected, a pega validation is occuring by default.(which is not expected)
Error Messages
Value cannot be Blank
Steps to Reproduce
1. FilePath control is used while browing a file.
2. While clicking on the browse button with no file selected, a pega validation is occuring by default
Resolution
This issue is resolved through the following local change:
1. Removed the when condition <pega:when name="isAccessible"> in FilePath control
2. Change the property that is being set for FilePath field to a text property.
