Filter on BIX extract rules does not display drop-down values

Summary
In the Business Intelligence Exchange (BIX) extract filter, unable to view suggested values.
BIX extract rule filters do not display values for the operator.

Steps to Reproduce
- Open the BIX extract rule.
- Use the Filter Criteria dropdowns.
Root Cause
A defect in Pegasystems’ code or rules.
The extract rule filters were stripped during the Save and Extract rule check-in.
Resolution
Apply the following hotfixes:
- HFix-32803
- HFix-36122
- HFix-39037
- Commit all existing hotfixes.
- Stop the server.
- Backup the database.
- Start the server.
- Import the JAR files from Import wizard (Designer Studio > Application > Disturbution > Import).
- Restart the server.
- As a local-change, ensure that the BIX ruleset patch version is 27 instead of 28.
