Guardrail warning for out of box Dialog

Summary
All of the OOTB Dialog rules have the Warning message “HTML Directives are deprecated. Convert to JSP" and for the newly created dialog rules also the same guardrail warning has been generated after saving the rule.

Steps to Reproduce
- Create a new dialog rule and save it.
- Then view the warnings.
- The same guardrail warning also exists for all OOTB dialogs.
Root Cause
A defect in Pegasystems’ code or rules.
In the first step of 'CheckforWarnings' activity of class 'Rule-Stream', we are checking whether pyJavaGenerateAPIVersion is 04-02, if it is not, then the warning results. For many Dialog rules, the version is 04-01.
