Help Icon for checkbox disappears with Visibility condition

Summary
On configuring Helper text for a checkbox (and few other controls) with 'Help icon with overlay on hover', and using a Visibility condition for the control, the Help icon does not display.
Behavior of Helper text when Visibility of the checkbox is set to Always:
Behavior of Helper text if Visibility of checkbox is set to Condition (expression or When rule):
This occurs for the below controls as well,
- Dropdown
- Date Time
- Text Area
- Text Input

Steps to Reproduce
- Configure a checkbox control.
- Provide Helper text as Help icon with hover.
- Configure a Visibility condition for this control.
- Satisfy the Visibility condition.
Root Cause
The use case was missing for the Helper icon in the When and Visibility expression on the controls.
Resolution
This feature is implemented in Pega Platform 8.3.2.
