IAC not working on modal dialog

Summary
On click of a button on the portal header section, user is calling a data transform-to create a dummy page, and using the dummy page they are calling local action:modal dialog. The flow action calls a section in which a HTML rule is included. The HTML rule has IAC code in it. They have set up PRGateway and created the IACgadget. IAC gadget is for another PRPC application. Calling application-Pega 7.1.9 and the callled application-Pega 7.1.7.

Steps to Reproduce
1. Login to portal.
2. Click on "New" button on the header (top right corner).
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Perform the following local-change:
1. Make the screen layout header size “0.0”.
2. In harness, removed the header and deleted the section from there.
3. Remove the header to every harness wherever it is needed.
