Open the browser directly with the URL containing special characters.
Root Cause
A defect or configuration issue in the operating environment.
The Internet Explorer 11 browser does not encode the UTF-8 characters when a server call is made.
Resolution
Perform the following local-change:
Open the browser with the encoded value for special characters.
