IE11 HFixes hangs down on click on scroll bar in Summary view

Summary
Customer is facing issue with IE11 in Pega 62SP1 . There is summary view report which hangs up the system when clicking on the scroll bar of the report however List view reports works fine.
Error Messages
System gets Hang. No error message
Steps to Reproduce
1.Login to the Application.
2 Run the Report whose source is summary view
3. The Scroll bar in that report does not work.
Root Cause
The customer facing issue with drill down in IE11 and an additional issue was reported later. The second issue only occurred when defining a header/footer section in the format tab.
Resolution
Added a EmulateIE9 meta tag and moved the code to include userworkform in Rule-Obj-SummaryView.SummaryView
