Import SAML IdP metadata fails

Summary
We are trying to import SAML metadata file, however, we receive an error.
Error Messages
<Two asterisks> File uploaded doesn't contain valid SAML metadata
Steps to Reproduce
1. The metadata file is imported with the appropriated function.
2. The following error message is displayed: <Two asterisks> File uploaded doesn't contain valid SAML metadata
Root Cause
A software use or operation error.
The file was corrupted.
The file encoding was UCS-2 Little-Endian.
The first characters are the BOM characters (Byte order mark)
The file needed to be converted the file in UTF8 without BOM.
Resolution
A text editor was used to remove the BOM and convert the file to UTF8.
