Improper rendering of action tab for navigation rule

Summary
The Action tab associated to an element of a Navigation Rule is not rendering property. It appears without UI elements to add actions.

Steps to Reproduce
- Open any Navigation rule.
- Click on any item of the Navigation rule.
- Go to to the action tab.
Correct one should be:
Root Cause
An issue in the environment: Rule-HTML-Section! pzAssemblePreprocess activity was not compiled properly.
Resolution
Apply HFix-31972.
This fix will force a recompilation of all the section rules on the system.
